About the Program

Since September 2020, President Xi Jinping has made major declarations to the world at the UN General Assembly and the Climate Ambition Summit, “Strive to peak CO2 emissions by 2030, and strive to achieve carbon neutrality by 2060”, and announced a series of new targets and measures to increase China’s nationally determined contribution. The Fifth Plenary Session of the 19th CPC Central Committee and the Central Economic Work Conference made further arrangements for peaking carbon emissions and carbon neutrality, and put forward clear requirements for realizing synergies in reducing discharges of pollutants and emissions of carbon. The visions and goals of the new peaking carbon emissions and carbon neutrality will provide a new opportunity for the overall transformation of production and living system to green and low-carbon.

Transportation is a key sector in China’s efforts to reduce discharge of pollutants and carbon emissions. China encourages formulation of a special plan to realize peaking carbon in the sector, and will intensify efforts to optimize and adjust transportation structure, push forward conversion of road-to-railway, road-to-water and other multi-modal transport, promote energy-saving and new-energy vehicles, and accelerate formation of green and low-carbon transport modes. At the same time, China will strengthen international cooperation on fighting climate change, advance formulation of international rules and standards, and build a green Silk Road. In terms of the management of mobile pollution sources, China has started to implement the National VI standard, and the mobile source emission standard system has been basically established. But along with the deepening work of mobile source environment management and the current requirements of setting up and improving modern environmental goverance system, China still needs to improve and develop the technical contents and implementation of mobile source emissions standards, including improvement of non-road mobile machinery industry standards and implementation of management system, improvement of ability for standards supervision and law enforcement, and timely updating technical contents of standards to adapt to the latest development.
